Description 

The purpose of the RFT is to source a technology that will provide voice communications and low to medium bandwidth data applications (i.e. location tracking, messaging, transfer of images, pdf documents etc.) for use by Isaac Regional Council staff. The preferred method of communication is via a handheld device, vehicle mounted device and a fixed device located at the LDCC.

Coverage is required along the eastern coastal facing towns of the Isaac Regional Council local government area. A voice console shall be available within the LDCC for voice communications between the coastal facing towns and the LDCC located in Moranbah. The solution shall not be reliant on a single carrier or technology for redundancy, technology diversity is a mandatory requirement

As mentioned in 1.2.1 the council is currently utilising a tower-based radio communications system, the use of tower-based infrastructure is not preferred for this solution. The council will like to explore subscription-based options to existing networks.
