The Whitsunday Region suffered considerable damage as a result of Tropical Cyclone Debbie and Councils assets were not excluded. Councils Major Administration Building suffered considerable damage to the extent that Council evacuated from the building and are currently housed in various offices in Cannonvale and Proserpine.
It is Councils intent to re-build this asset inclusive of a new Local Disaster Coordination Centre (LDCC) and Climate Change Innovation Hub. The facility will be located on the grounds of the previous Administration Building site on land owned by Council at 83-85 Main Street, Proserpine, Queensland. The previous Facility has been demolished in preparation for the new build.
Council has forecast the completion of works (Practical Completion) based upon the scope of works and Councils desire to expedite the occupation of the new facility, mitigate project costs (Project Management etc.) and operational costs as a result of the displacement of Council staff. Council staff formerly located at the Proserpine Administration Building are housed in leased facilities in Proserpine and Cannonvale. These additional operational costs for leasing and telecommunication costs substantially form the basis for the calculation for delays (Liquidated Damages) in completion of the project.
Council has resolved to utilise the Queensland Government Department of Housing and Public Works Prequalification System (PQC) for all building projects over $1,000,000. This requirement applies to this Project with specific compliance requirements listed within the Tender Response Form (Word Document).
Based upon the project budget and scope the following requirements apply from Prequalification (PQC) System – contractor financial requirements apply:
- PQC Service Risk Rating – 2
- Minimum NTA- Govt of $1,214,401 with a Current Ratio of 1:1
