The Charlton Wellcamp Enterprise Area is located at the junctions of the Warrego, New England and Gore Highways, covering an anticipated potential development of some 1,600 hectares. The Enterprise Area comprises a number of distinct areas that have in the past been categorised under various industry categories. The land was identified in the early 1990s by the then Jondaryan Shire and Toowoomba City Councils as a relatively unconstrained land bank with the potential to accommodate a variety of regionally-significant business and industrial activities.
The eastern boundary of the site is the corridor for the proposed Toowoomba Bypass road (connecting to the proposed second range crossing) and proposed Border Railway from Moree to Toowoomba. Scoping and Planning studies have previously been undertaken and Planning Scheme provisions prepared and adopted by Jondaryan Shire Council.
Land use approvals have commenced over the site and the Enterprise Area has been included within the Urban Footprint in the draft South East Queensland (SEQ) Regional Plan 2009 – 2031. Australian Transport and Energy Corridor Ltd (ATEC) has an exclusive mandate from the Queensland Government to complete the Toowoomba to Gladstone Railway through the Surat Coal Basin and is proposing to establish a major intermodal freight centre at Charlton at the junction of the Border and Surat Basin Railways.
Toowoomba Regional Council (TRC) sees the Charlton Wellcamp Enterprise Area as having the potential to be a key catalyst for business growth leading to a more self-sustaining regional economy (both in economic and environmental terms).
